Subject: Correct date is 1969.
Nixon made this speech on October 8, 1969. There is a transcript here:

Subject: Planning Ahead, are we Dick?
Interesting film made for the planning of the Bicentennial, that noone could get out of in 1976. That shit was everywhere. Even for a young kid like me then, (and I was 8) I knew that the Patriotism all that year was on MAXIMUM. But here, they're just starting to plan it. Richard Nixon meets the organizers, and gives a short speech. Something about eradicating hunger and promising world peace by 1976 (note: he didn't). Of course, Tricky Dick would have been booted out of office before the celebrations commenced, leaving Gerald Ford to be the headperson for that. Because of this, (Nixon resigned in 1974) I'd question the year Prelinger says this film was made.
